I would hardly call it SSJ vs SSJ2. Cell at full power was still no match for a SSJ2, but at the same time was superior to SSJ by a decent margin.

He was no match for Gohan not for SSJ2, cell was also SSJ2... Adult Gohan is SSJ2 too but he is much weaker then Kid Gohan SSJ2.

I am referring to the fight before he blows himself up. After Gohan destroys the Cell Juniors, Cell performs one final power up to which he goes full out.

Vegeta should still win as SSJ1, Goku even put up a good fight as a SSJ1 in the Cell Games. 7 years of training before the Buu Saga should put SSJ1 Vegeta at least Perfect Cell level + Majin boost = win.
Cell was heavily suppressed when he fought Goku and was still stated to be "One or two steps" ahead. If you go by the manga, Goku was on the back foot throughout the whole fight and couldn't damage Cell. He had to resort to a surprise attack(IT kamehameha)which he put most of his Ki into. He even said that if he slipped up, it would be over in an instant.
Secondly, SSJ2 Goku and Majin Vegeta were not that far ahead of SSJ2 Kid Gohan. Moreover, Goku and Gohan were much stronger than Vegeta at the CG so he'd had to play catch up. Vegeta even stated in their fight that the gap between their powers hadn't changed and that no matter how hard he tried, he could never surpass him hence why he needed Babidis help.

I never said it was a set power level.
Vegetto and Gotenks are exceptions. They are fusions.
I think they have all gotten stronger since the cell games. base goku was a 1 and ssj raises his power to 5
Base goku years later is a 5...him powering up to SSJ wouldn't make him a 5 still, it would make him stronger.
SSJ isn't a cut off power level point. AS long as base Vegeta is stronger then he was during the cell games, this his SSJ form will be too. He has been training constantly, his skills are still there as well as his strength
in gt (non cannon) goku was toying around with both cell and frieza at the same time in his base form.
Vegeta should win:
100% SS2 Majin Vegeta > 100% SS2 Kid Gohan (This is stated in the Buu arc)
50% Kid Gohan > Super Perfect Cell (Gohan still beats SPC after he loses over 50% of his power)
50% SS2 Maijin Vegeta = 100% SS1 Maijin Vegeta (SS2 multiplies power by 100x. SS1 multiplies power by 50x.)
Therefore 50% SS2 Maijin Vegeta = SS2 Maijin Vegeta > Super Perfect Cell

Gohan says he lost half his power. Goku says he's holding back. They're two statements that don't contradict. Gohan can lose half his power and still hold back.

goku was facing a supressed cell. and your just blindly assuming that heavy training alone closed the gap. no real proof

The gap was big enough that Vegeta felt that he needed Babidi's help.
Vegeta did not put up a fight against Kid Buu. The former received one of the most brutal beat downs in series and was finished in 4-5 pages.
Good point, except that Vegeta hadn't had glimpse of Goku's power yet at the tournament, so he was confident that he could beat Goku. It is only when he glimpsed Goku's SSJ2 against Yakkon did he realise that there was an apparent gap.
@gxrevolution96: Vegeta clearly states that the only reason he needed Bbidi's help was to gain his evil self back. Just to get rid of how he softened up on Earth and think about this, can you imagine super perfect cell giving buu a hard time? After Vegeta was bloodied from defeating a more powerful ssj2 Goku , he went on to nearly stalemate Buu (Until Trunks saved him and he killed himself).
