Pre ROSAT as in pre timeskip like the gif indicates? Cause that's more or less a stomp in Cell's favor IIRC.

In that case I think Cell should win. Piccolo was Android 17-level when they fought so I think his performance against him should at least warrant him being above the normal Super Saiyan levels from that time.

Trunks wasn't even SSJ in that instance either.

Pretty sure Cell had absorbed most of the world's population that was untouched by the Androids, though. When he fought Piccolo, he'd just recently evolved into his Imperfect from, and only absorbed the inhabitants of a small town. Either way, it should be more than enough to handle the likes of SSJ Goku based on Vegeta's statement and his performance against Piccolo.

OT: Cell. Even at this point he was able to go toe to toe with Kami-fused Piccolo and give him a good fight.

Cell stomps. Pre-RoSaT Goku and Vegeta are comparable and Imperfect Cell's power in Ginger Town was comparable to Kamicollo's. Goku also outright states after recovering from his illness that at his present level he can't beat Imperfect Cell.

Yet only one of those powers is a rival to 17 and 18:

If Cell was able to go toe to toe with Piccolo, he'd be Piccolo's rival. If he was Piccolo's rival, he'd likely be 17 and 18's rival by extention, but 16 says only one power rivals 17 and 18.

Piccolo stated that it even though his energy was drained he was still more powerful than him.

This Cell isn't comparable to Piccolo.

Cell easily. He outclassed 17 and 18, when 18 made Vegeta look like a chump, and at this point Vegeta had been training before he was able to SSJ

@deathstroke_50: The androids and Kamicollo are stronger but Ginger Town Imperfect Cell is on the same tier, at least above the pre-RoSaT Saiyans. Trunks and Vegeta both referred to Kamicollo and Imperfect Cell as having ridiculously large kis, and Goku claims that he can't beat either the androids or Cell.
