That last punch was still in UIO, Goku lost the transformation after Jiren already blocked the blow.
Kefla SSJ one-shotted weakened Goku SSBKKX20.
Goku fought SSJ Kefla for quite a while before being knocked, plus he never used x20 due to his body still being weakened. She even stated about "her fists being numb" from fightning Goku.
Kefla SSJ2 stated she could destroy the universe with one blast and only lost to UIO2 Goku due to BFR with a Kamehameha.
That isn't a big deal, considering Initial SSGod Goku from BoG was going to do the same by colliding fists with Beerus. Hyperboles like that are used all the time in DB, for example Frieza bragging about his attack being able to destroy a planet when this is no big deal at this point.
Also, the whole point of ToP was to BFR the opponent. I don't see any problem with that.
Goku's friends said that Kefla's SSJ2 multi-directional laser attack would one shot UIO2 Goku if he were to get hit.
That's true, but remember that Goku had fought Jiren, Caulifla , Kale and then Kefla all in quick succession and his body was injured the entire time.
Vegito Blue from anime have litteraly no one feats who put him above Kefla SSJ2.
Nor does Kefla, her only feat is fightning an injured and weakened Goku.
