Who wins and why?

Soara.

Soara is superior to 27 BBY Kenobi who was a near equal to QuiGon as of TPM, who in turn is superior to Bondara. Soara > Bondara seems pretty solid to me.

Bulq and Soara are harder to place. In Anakin's opinion, Soara was the best lightsaber instructor, which would include Cin Drallig and Bulq. And this was before he had gone on a mission with her too. Though if we go by opinions in was the opinion of the discontent Jedi, that Bulq could match Mace.

In terms of feats Bulq's best is solidly beating Tholme and holding an edge over Vos. Soara's best is being solidly superior to 27 BBY Kenobi, who again was already a damn near equal to Jinn in TPM. And bear in mind this was when Soara had only recently been promoted to Jedi Knight. It's quite probable she's grown more powerful by RotS.
