well, if they are indeed going toe to toe we are just gonna have to assumed that their combat speed is somewhat comparble since he man won't slow down his speed just to battle skeletor

Powers and abilities
Skeletor possesses an array of mystic powers and is an extremely powerful sorcerer with control over a vast range of dark magical powers, such as the ability to teleport himself and others over vast distances, send telepathic commands to his minions, grow plants, hypnotism, illusions, reflection, freezing rays, open gateways between dimensions, etcetera. He also possesses considerable scientific skill, and is shown to have skill in creating various machines and devices in both the Filmation and New Adventures animated series. The 2002 series also shows him as a highly skilled hand-to-hand combatant.
He is usually armed with a magical weapon called the Havoc Staff, a long sceptre crowned with a ram's skull—sometimes depicted with an embedded crystal ball. He can discharge bolts of mystic force from the head of the Staff, or use it as a focus for more powerful forms of magic such as the theft of dreams. Skeletor has also displayed the ability to discharge energy from his own body, as is seen in the 1987 film where he casts lightning from his hands and in the original animated series where he projects energy from his fingertips. In the 2002 series, his innate powers seem much more limited; though his abilities, when in conjunction with his Havoc Staff seem nearly unmitigated in scope and highly potent in raw power.
In the early mini-comics, Skeletor sometimes possesses one half of the power sword. From this weapon he could also project magical energies. He also performed remote viewing via crystal ball. He has also shown himself to be a gifted swordsman. As a master of the occult arts, he is also privy to much secret knowledge about the universe.
All versions portray Skeletor as being extremely cunning and intelligent.

Doctor Doom is a polymath and scientific genius. Throughout most of his publication history, he has been depicted as one of the most intelligent humans in the Marvel Universe. This is shown on many occasions, most famously by actually curing Ben Grimm of his Thing form, which Reed Richards has never repeated.[67] On the other hand, Reed Richards managed to process all the computer calculations necessary to save the life of a disintegrating Kitty Pryde by himself, which is a feat that Doctor Doom at the time professed to be unable to do.[68]
Doctor Doom also possesses originally minor mystical capabilities due to teachings from Tibetan monks, but later increased them to a considerable extent due to tutoring from his lover Morgan Le Fay. He is capable of energy projection, creating protective shields, and summoning hordes of demonic creatures.[69] Even at a time his abilities were consistently referred to as minor, with assistance from his technology and by tag-teaming with Doctor Strange, Doctor Doom managed to come second in a magic tournament held by the ancient sorcerer the Aged Genghis.[70]
Doctor Doom has also used his scientific talents to steal or replicate the power of other beings such as the Silver Surfer, or in one case the entity Galactus' world-ship.[71]
The alien Ovoids taught Doctor Doom the process of psionically transferring his consciousness into another nearby being through a simple eye contact, as well as showing him other forms of technology[72][73] which Doctor Doom uses to escape from incarcerations and to avoid getting killed;[74][75] however, if his concentration is broken, it can transfer his mind back, and he rarely uses this power unless absolutely necessary due to his own ego about his appearance.
Doctor Doom can exert technopathic control over certain machines, most notably,the Doom bots. In addition, Doctor Doom has a remarkably strong will, as demonstrated in the graphic novel, Emperor Doom when he dared his prisoner, the mind controlling Purple Man, to attempt to control him and he successfully resists.
Without his armor he proved himself to be a skilled bare-handed fighter, even capable of killing a lion.[76][77]
Doctor Doom 's armor augments his natural physical strength to superhuman levels, to the point where he is able to hold his own against Spider-Man in hand-to-hand combat,[78] although he tends to rely on long-range tactics when engaging physically stronger foes. It is also highly resistant to harm, sufficient to withstand blows from Iron Man's armor.[79] The armor can generate a defensive force field[80] and a lethal electric shock killing anyone who might come in contact with Doctor Doom.[80] The armor is self-supporting, equipped with internal stores and recycling systems for air, food, water, and energy, allowing the wearer to survive lengthy periods of exposure underwater or in outer space.

Vader was a brilliant strategist and was still, despite his weakened powers, one of the greatest pilots in the galaxy. His armor did not dull the precognition ability he possessed since childhood and he was able to predict the movements of his targets during dogfights with pinpoint precision. He still possessed his former persona's amazing engineering skills, having personally overseen the design of both his TIE Advanced x1 fighter and the second Death Star's construction. His skill with the lightsaber, developed during the many battles and skirmishes of the Clone Wars and the Great Jedi Purge, was legendary and was even further honed through the Jedi that he dueled following the Purge. All of these abilities, however, were secondary to his incredible mastery of the Force.
Because his limbs were severed and his body severely burned on Mustafar he lost much of his Force potential. As Darth Vader, Anakin was believed to have had roughly eight-tenths of the strength of the Emperor. But even still, Vader wielded tremendous power and skill. Had he sustained none of his injuries on Mustafar, he would have most likely been twice as powerful as the Emperor and four times more powerful than even Galen Marek. In fact, it is estimated that if he was as strong as he was when he purged the Jedi Temple when facing Galen Marek, he would have easily outmatched and killed him. He can use various abilites such as Force Push, Force Repulse, Force Grapple, which he can do to multiple objects at once, and his deadly Force Choke, which he mastered more than any other Sith Lords before him. But with all of his raw power, it is unclear as to why he can't do Force Lightning.
The Emperor, having gone out of his way to keep Vader alive, took an alternative viewpoint. Though it was true to say that he had not bargained for an apprentice that was "more machine than man", Palpatine was of the opinion that most of the limitations on Vader's potential power were not physical but psychological. He believed that, were Vader to fully confront his choices and disappointments to completely shake himself out of his despair, he would have been able to reawaken the incredible power within him. Yet, while Vader made progress in this regard, he was never fully able to accept who, and what, he had become.

The Skeletor from the newest He-Man cartoon is fast and skilled enough in martial arts, sword-fighting, and hand-to-hand combat, to deflect/dodge/intercept Vader's opening sword thrusts. Then Skeletor's massive strength advantage (someone capable of sword-fighting with He-Man must at least be Class 50, I'm thinking) comes into play, and Vader gets crushed.
Less sure about classic Skeletor. Classic Skeletor does have pinpoint teleportation/illusion-casting on his side, but I honestly don't know about his speed capabilities. If Vader didn't have low-level precognition, I'd consider classic Skeletor's teleporation/illusion-casting abilities to be sufficient to dodge Vader, catch him off guard, and defeat him. As is, however, Vader might have the perfect power set for someone lacking superhuman strength to defeat classic Skeletor. Darth Vader vs. classic Skeletor is a complete toss-up.I should add, since He-Man's sword is the most powerful
weapon in the universe (I guess), and since Skeletor has
managed to block it with his staff (I'm sure I've seen it a
few times), then his staff may also block the light saber.
skeletor stomps. I mean that Skeletor is mightier than the Doctor Doom but Doom hase much biger intellect.
skeletor and Dr Doom has long range offensive capabilities too, beams, blast and whatnot. He can also transform and manipulate inanimate objects; considering Vader is part machine and relies on machinery to survive, he could very well be killed quickly.

Well if this is the 1980's version, he can one shot battle tanks with his finger, has the power to freeze someone, mind control, bound people with his magic, and so on... Wish we knew which version though because that makes a huge difference.

is fast and skilled and has similar powers as the classic Skeletor and simular skills as the 2002 version.He is manipulative,i think that version of skeletor is much clever than 1983 and 2002 version.he won he-man in one of the episodes in the tactical plan.
