Pheonix wins eventually, it’s an abstract entity or rather universal constant, it can’t be killed permanently, even its name is a dead give away. Surfer might win the first few time but ultimately die

Phoenix Force in general is leagues above the Silver Surfer.

The only Phoenix Surfer can MAYBE take is OG Green Phoenix(before the recent retcon)....pretty much ever other version and every other serious host is close to or above Galactus levels...

I'll even be generous....he can beat any of the Phoenix 5 solo, would stomp Phoenix Quire and Phoenix tapping Jean and Hope.

Anyone from 50/50 Emma and Scott and above should massacre Surfer.

Green Phoenix was going toe to toe with galactus until he gained the upper hand in the fight (and we don't know if she had psychic blocks in that fight).

She also stomped heralds like Firelord and Terrax casually so I think she would be able to deal with Surfer

Phoenix stomps, and it's not particularly close. I can only see him fighting Phoenix 5 (individually) on equal ground.
