Highfather wins. He's around the level of Darkseid, who's above Silver Surfer.

Highfather is a pacifist and would hardly ever fight.

But if he does fight, Surfer doesn't stand a chance.

Given that Highfather's staff is made from the Source itself. It can allow him to manipulate or destroy anything within reach. He had demonstrated this capability, by effortlessly destroying an armada of spaceships. Plus he's easily matched Darkseid in a strength lock, and is capable of turning Lightray into a ball of mud!

Both are essentially all hype. Surfer sucks with morals for the most part and Highfather has next to no feats. I'm not basing this off non-combat nonsense either. Whoever does something good first wins.
