They're both equal in speed but Shadow tends to take more advantage of some hax Chaos moves. That being said, Sonic seemed to always came off as the better fighter.
I guess I'll lean with Shadow just for more options.

It’s fairly 50/50 but if I had to choose Shadow because he has chaos powers that make him invulnerable without an emerald
Shadow has the versatility and hax to beat Sonic but for some reason he always seems to get his ass handed to him or stalemate against him.
Sonic. Infinite who fought both stated not even Sonic could stand against him after he beat Shadow. Though it’s definitely close.

Shadow will win 6/10 but when push comes to shove Sonic will win because ultimately he is the main character. Shadow and Sonic unfortunately won't get the writing DBS Goku and Vegeta have. That would make them pretty much essential equals in every regard. Instead it is much less consistent with one being clearly stronger or better than the other. Dependent on a specific instance. Rather than constantly coming close to or one upping each other through training or evolving mid fight.
Regardless Shadow will always be the most powerful between the two however. He is occasionally seen soloing all of Team Sonic with his Inhibitor Rings still on. Depending on the iteration Shadow can even beat two teams all by himself (We've seen him beat Team Sonic and Team Rose together before). He has much better skill and experience with Chaos Control. Because Sonic is the main character he seems to have a bit of an affinity for it. But Shadow was literally created to control it. To summarize Sonic is a suitable vessel while Shadow posseses a nearly limitless power source for it. He's been created to be better than Sonic in every single way. And he ALMOST is. That almost is what allows Sonic to still be the main character while Shadow is still a recurring character within the series lol.
Sonic suffers from protagonist syndrome which means in a plot driven scenario he'd likely win but logically Shadow should win due to hax and versatility.
Sonic is slightly faster, equally strong and just as, if not more durable. Without an emerald, Shadow's biggest advantage is gone.
Sonic has been steadily growing more powerful over the last ten years. If memory serves, Shadow hasn't won a single fight against Sonic since the early 2000s, and even then they were depicted as equals. By contrast, Sonic has "defeated" Shadow in Sonic Chronicles, bested his Arthurian counterpart in Black Knight, and beaten him again in Sonic Generations.
It's not as simple as being a "protagonist syndrome". Sonic has himself stated that he's constantly growing, and with nearly every game he's reaching new levels.

So has Metal Sonic and Sonic beat him. Sonic has better feat as of late and more chances to prove his opness via being so fast amd adaptable hardly half of shadows chaos attacks won't work. Sonic beats Gods without going Super now and has more experience using the Chaos emeralds as much as Shadow, he also holds back his true fight capacity and speed too. Shadow kinda needs everything to possibly contend with Sonic, and Shadow can't warp time and space without a chaos emerald, but that is cheating. Sonic doesn't need tricks to mend time and space though, hes so fast he can outrun black holes mid jog.
Sonics been getting buffed recently and this is mostly Sonic Teams fault for holding off Shadow due to Sonic only games. We can only speculate a sense of scale with Shadow compared to Sonic, but even hes not capable of doing somethings like Sonic, like stop Post phantom ruby Infinite on his own or with the avatar.
