As much as I hate her, Cinder wins. Cinder can just fly up and spam fire from the sky.

Shes fast enough to utterly embarrass people like Winter.

(I find it absolutely stupid, but sense RT has been butchering their own power scaling. Facts are facts, cinder,current cinder can beat Penny and Winter with barely even using maiden powers.)

BONUS:

Grim dragon (another forgotten plot point by Miles) was never technically killed by Rubys silver eyes, and has been attracting grim to it sense the fall of beacon..considering it has been MONTHS, if not an entire year sense beacon and NOBDOY has been able to hurt/kill an incapacitated Grimm. Even if its shot down, it will continue to spawn. Grimm

Depends. Does Armstrong has unlimited energy reserves? If yes, he will probably just give a long speech to convince Cinder to join him. If not, he dominates her physically. Heat won't do much, since he can generate plasma-like substance himself via his powers, physically hurting him is a nice joke, considering that he took an onslaught of Raidens punches, snapped an HF-blade with his hands and still showed resilience to Sam's blade combined with Raidens strength.

The dragon has the mobility advantage, but I don't see him really damage Excelsus
