Prime Malgus would be a better fight than Decieved.
I say this because it's suggested that Sed and Goir vs Luke Skywalker and Kam might be in favour of the Dark Jedi.
Sedriss and Vill Goir met Luke Skywalker and recent Jedi recruit kam Solusar on the plains of Ossus. Had it been merely a contest between dark side adepts and Jedi, Sedriss might have been victorious.
And not only was this Dark Empire Luke, but this is to consider that Kam defeated Goir in a 1v1, meaning Sedriss would be the one carrying his team to victory.
There's also that in power, he is Palpatine's 2nd strongest disciple after Vader.
Perhaps the strongest disciple of Palpatine after Darth Vader, Executor Sedriss remained loyal to the Emperor after the death of his clone over the Rebel's Pinnacle Base.
Handbook #3: Dark Empire
Assuming that list includes all of Palpatine's disciples (considering it mentions even the late Vader) that would indicate him being more powerful than the likes or Maul or Dooku, which wouldn't be suprising if he can legitimately challenge DE Luke.
Even assuming that it only refers to Palpatine's disciples during the time of the empire, it still places him between Vader and Jerec.
All of this points to him being within that tier.

He beats Decieved Malgus, perhaps not easily, but still very decisively.
Against FE Malgus, it's much closer, but I still lean Sedriss.
