yes it is true that Chthon was never mentioned in House of M, but it is a fact that he "blessed" Wanda with a fraction of his unholy might that made her capable of manipulating Chthonic or Chaos Magic.. Agatha Harkness even told Wanda that if it was not for Chthon, Wanda would be nothing more but just an ordinary energy manipulator affecting probability and thus inducing bad luck..
it was said that Wanda's natural mutant ability to affect probability combined with Chthon's Chaos Magic is what gave the Scarlet Witch the power to warp reality via Chaos Magic Reality Warping..

exactly.. her powers are her own.. well except the part where she was blessed by the demonic Elder God Chthon with a fraction of his unholy might which gave Wanda the ability to manipulate Chaos Magic.. this "gift" coupled with her natural mutant ability to affect probability enabled her to warp reality and perform things are unnatural and improbable..

Another thing I find funny about Wanda's alleged omniverse warping is that outside of smashing into Roma's palace, there's never been a case of the alternate universes establishing anything ever occurred to them. Nor has it ever been referenced ever again (outside of Jasper's tale that is) while the events of House of M have been referenced plenty of times after the story. It's also amazing none of the cosmics gave a damn about something that allegedly nearly destroyed the Marvel omniverse.
