Each verse plays by extremely different rules, it's hard to judge.

Vader stomps Voldemort though, as long as Horcruxes aren't in play.

Sauron is incredibly hard to gauge in battles due to the way Tolkien writes. His uber powerful characters don’t have many combat feats, but their implied power is astronomical. Either way, Vader blitzes Voldemort.

I'd like to say Sauron, but thanks to the feats, Vader wins

If we follow the supposed power and not the feats, I think Sauron

Voldemort is out of his league.

Without the more insane comic feats, Voldemort beats Vader.

Sauron is supposed to be very powerful, but he operates primarily through his army. If his army is defeated, he can't do much by himself. That's why he had to surrender to Ar-Pharazon and manipulate him. Sauron is a long game player, not a 1v1 type of guy.
