Saitama is more "powerful" than any of the infinity stones alone, but he is limited to physical attacks, which the stones are not. I think its a fair assumption to make that Dormammu does not actually have a physical destructible body or shape. All tough we dont know, and likely never will. My POV is that if something is physically destructible, Saitama is likely a danger to that something.

The form that Dormammu took when confronting Strange was comprised entirely of "space-time". It's not a physical thing that Saitama can attack and destroy. Furthermore, I am pretty sure it's been confirmed that Dormammu IS the Dark Dimension itself, which means he's above universe in size. Not really something Saitama can destroy.
Also he destroyed a planet on-screen earlier in the movie.
