No, he really isn't; just because he hasn't lost yet doesn't mean that he never will or can. It's ridiculous to suggest that he is written to never lose when neither of the authors nor anyone in the series itself have confirmed such a thing. I'd also like to point out that he is not a gag character, but a parody character.

like being completely punched through a planet at the speed of light shooting out the other end going into orbit going around the planet by ricocheting off several satellites and finally ricocheting off the moon landing back where she was originally before she got punched and that actually happened to her

she tanked a planet falling her head and she can increase her strength and power to ridiculous levels.
