Well. Darth Nihl is pretty deadly. As the Emperor's Hand, he would have been the most lethal Sith Lord of the Star Wars Legacy era behind Emperor Krayt and Darth Wyyrlok III (before the completion of Darth Talon's training, at whichpoint she assumed Lord Nihl's position as Hand), and he was tasked with leading the assault on the Coruscant Jedi Temple.
Even so, I think the Iktotchi Jedi Master Saesee Tiin is of a higher calibre. Darth Nihl may have been the Emperor's Hand (in truth, only for lack of candidates, otherwise he would only have been the Fist), but Master Tiin was an esteemed member of the Jedi High Council.
Darth Nihl tends to be portrayed overall as the lesser of the Emperor's Hands, taking a back seat to his rival, Darth Talon, despite his efforts to prove otherwise. Lord Nihl only held the title to begin with because the current Hand unexpectedly perished in battle, and the replacement, Talon, hadn't yet completed her Sith training. As soon as she did, Emperor Krayt appointed her his Hand, and favoured her over Nihl, who was eventually stripped of his position after losing a fight. Darth Nihl's apparently less impressive might could be seen in how he performed against various opponents as well, compared to Darth Talon. While Jedi Master Wolf Sazen lost an arm to Darth Nihl in their first clash, their rematch several years later was even longer, and the two stalemated until a vengeful Cade Skywalker leapt into the fray, interrupting them. The fight then became a duel between Skywalker and Nihl, with neither opponent succeeding in one-upping the other, despite Master Sazen's initial insistence that the Sith Lord was too much for Skywalker. When Lord Nihl momentarily diverted his focus to dispatch a shooter with the Force, a slash from Skywalker had him leap into the air, and then Skywalker blasted him away. By contrast, Darth Talon took on both Master Sazen and his superior (regarding dueling prowess), Shado Vao, battling and knocking aside both Jedi with the dark side. Darth Talon continued to withstand the skills of Jedi Vao, including when one of the top 2 finest Imperial Knights -- Master Ganner Krieg -- joined Vao; Master Krieg himself became the receiving end of a Force blast. Against Cade Skywalker, Darth Talon repeatedly traded advantages throughout the comic series as a whole, but the iteration of Skywalker who did battle with Lord Nihl was out-of-practice -- it was his first fight in 7 years, if I recall correctly. When Darth Nihl fought a stronger version of Cade, it was more of a Darth Vader-Luke Skywalker-aboard-the-Death-Star situation, with Emperor Krayt cheering on Skywalker, asserting that in his hatred, he was stronger than the struggling Nihl. Darth Krayt went so far as to blast Lord Nihl with the Force to allow Skywalker an opportunity to kill him, but Skywalker refused and the battle continued. Eventually, Lord Nihl took the upper hand, physically striking Skywalker -- unfortunately for the Sith Lord, this only enraged Skywalker, who came back even harder and severed Nihl's arm. That's actually the one performance that seems on par with that of Darth Talon, who I can't imagine would withstand an incensed Cade Skywalker.
Jan Duursema, the co-creator of Darth Talon and Aayla Secura, mused that if the two ever crossed swords, it would be an amazing battle, but one that Master Secura would ultimately win. Master Secura is among the most formidable Jedi of her time, but the deadliest, finest, and wisest of the Jedi Masters are on the High Council -- Saesee Tiin included. Even within the ranks of the Jedi Council, though, Master Tiin comes across as remarkably powerful. A Force sensitive's talent in the field of flying is generally linked to the strength of their pure connection to the Force, and Master Tiin was an unparalleled pilot in the Jedi Order. That is, until the Chosen One, Anakin Skywalker, joined the Order and eventually rose to be Master Tiin's rival, if not superior. And indeed, that Skywalker was reputed to be the best pilot around was listed by Matthew Stover -- prominent EU writer -- as proof of why he was tremendously powerful, more-so than even Mace Windu. Haden Blackman, another prevalent EU writer, wrote Heavy Metal Jedi, a comic where Master Tiin and Master Windu discover how their different approaches to battle complement one another's strengths -- therein, Master Tiin is actually depicted as more powerful, while Master Windu is quicker and more precise. Master Tiin being immensely powerful even within the top tiers of the Jedi Order -- of the Jedi Council itself -- seems a prevalent enough concept.
Darth Nihl can hold his own and make a fight of it, but Master Tiin is overwhelmingly powerful, and his lethality as a warrior outpaces that of Lord Nihl's superior. Once you take into account Master Tiin's largely peerless telepathy, Darth Nihl's survival time dwindles all the more. The only member of the One Sith Order I could confidently favour over High Councilor Saesee Tiin is its leader, Darth Krayt. That would be something -- even Darth Sidious made sure to get the drop on Master Tiin, who could match with Mace Windu himself in sparring competitions.
