So this is pre timeskip right? If it is Ill say Lee.  If its post timeskip ill say Naruto.

I'd say lee Takes this. Pre shippuden lee is faster, stronger and a better tai jutsu specialist

I've thought of this fight before. A lot, actually. But I have to give it to one tailed naruto, his showings against sasuke outclass lee's showings against gaara.

Also Lee isn't the worst ninja. Him, Naruto, Sasuke, Neji were regarded as the strongest venom before the timeskip. If anything it's tenten that's the worst

Naruto has a massive durability advantage, and can regenerate any wound Lee gives him. Speed is about equal when Naruto is in 1-tailed cloak mode but Lee may have the advantage. The major disadvantage that Lee has is that Naruto can maintain that cloak practically indefinitely, while opening his gates massively strains his body and the longer he has them open the larger the risk of serious injury.

Overall, I think Naruto wins this after Lee has tuckered himself out.
