The monkeys are fodder.

Hunters are more powerful, they've had much more research and development and advancement over the years as arguably the most successful BOW. They're also not blind.

Lickers kinda sucked in the original RE2, but then they became a real threat in RE5 and ORC.

Ima guess the hunter wins.

I think the Hunters and Lickers are in the same tier. It could go either way.

I wanna say Hunters, but they were basically reduced to fodder level in Revelations. The Lickers in RE5 were more of a threat than the Hunters in Revelations and I believe those are the most recent versions of each.
