Since that grundy didn't last very long I assume you're using the fact that he was ripped in half as evidence that he was weaker than normal and therefore claim that the fact that he was ripped in half wasn't very impressive.
Grundy's strength and endurance vary over the years, they're inconsistent.
I think Red Hulk can survive a F5 tornado. Rulk is twice as smart as Solomon Grundy [even though I remember him being smart during Meltzer's run on Justice League of America] and that Grundy wasn't anywhere near as endurable as Rulk. Rulk has taken full force lightning bolts from Thor and the Mjolnir to the face [while he was still wielding the Thor Force]. Grundy was shaken by a blast of electricity from Red Tornado and actually starts fearing for his life at that point.
Frankly, that Grundy didn't have Rulk's power or endurance and even he was fighting against the F5 he was caught in before he was suddenly ripped in two.
Factor in Rulk's heat, which has been shown to turn sands to glass under his foot, I'm pretty sure any wind that Red Tornado can dish out can be weathered [HAHA SEE MY PUN???] just as easily. Winds would naturally drift upward around Rulk, I think.

Doesn't red tornado fly and produce... tornadoes. I feel like rulk will just get rag dolled all over the place. He'll survive, but I do think he'll have much footing in this fight (no pun intended).
