as far as durability goes, none are. Red hulk didn't beat dormammu either.
I do actually agree with you, believe it or not, I hope and would preffer Juggy to wipe the floor with him, but Rulk, as he's been presented, has walked over heavier hitters than Juggy, so it's the PIS/WIS part that Juggy loses to.

Considering he's drained cosmic power, killed an eternal being who supposedly can't die, absorbed said cosmic powers, as I said, sorry, but I don't put Juggy above any of those he fought or killed. It's Loeb, ask him for a legitemate reason how Rulk does the things he does.
