Was he really weakened during that time? Ross got depowered during Doc Green Hulk run , specifically in Hulk #14 which was released in 8 april , 2015 while Thunderbolts #31 was published at 2014. If you are referring to his appearance IIRC even without fully transforming Rulk is capable of using all of his strength.

Rulk wins, he seemed to have the upper hand in their brief encounter at the end of Thunderbolts.

Red Hulk wrecks. As it's been pointed out already, a weakened Ross already fought Hyperion who couldn't do anything. He even had Sunspot, Shang Chi, and Cannonball as backup.

Rulk wins.

Hyperion without flight is too handicapped here. With it he could win but without not happening. Hyperion relies too much on flight Rulk doesn't.

Punisher specifically shot him with something that weakened him...

Hyperion was already doing well against Rulk even as a background character. And his durability and strength feats are pretty good.

Case in point. I was wondering on the status of that one as it is directly relevant to whether Hyperion can do the aforementioned technique.

Hyperion's feats as a background character aren't good, but since its bloodlust, he breaks Rulk's neck. Even Wonder Man managed to casually put Rulk in a hold and choke him out even when Rulk got the drop on him.

Hyperion can catch planets, Rulk requires WIS, despite the handicap Hyperion beats him to death.

And same Rulk one-shotted Sunspot.

I wasn't being serious, that whole thing was rhetorical... Get it? Because a guy with a Hyperion avatar who clearly has a Hyperion bias thinks Hyperion is underrated because a bunch of people disagree with him.

So i made up a user with an obvious name like Superman LOVER, who thinks Superman can beat Thanos and when everyone else points out to him that he is wrong, he thinks everyone else is just underrating Superman, when in reality the problem is he is a Superman fanboy.

Honestly, alot of Hyperion's wins are because of his upper level feats. He is very rare nowadays, though.

Hyperion jobs when he is a background character, he isn't going to one-shot Rulk in the Thunderbolts series, especially if the plot revolves around him. Rulk did worse to Thor, but when PIS was off, Thor one-shotted Angrir, and Angrir was beating Rulk like a red-headed stepchild. Hyperion reacted to bloodlusted Namor's blitz and then countered with a one-shot HV decap.

I fail to see how this shows Rulk winning.

If you are talking about that purple ionic form, then no. It is a passive one, and Wonder Man had a few problems with his powers, as seen in the first scan.

What do you mean by usual self exactly? If anything, he was unstable in the whole arc and fell straight into Stark's ionic tech trap because of it.

If you think it is because of his ionic form, the only place I could even imagine it is when he teleports away, because his ionic form in that arc was purple body, and his teleport radiation signature is also purple.

Independently, Hyperion holds back alot - I think he even thought so in Avengers 34.1,
