Who wins?

No idea what Wally's feats are. Jon easily took out guys who were giving trouble to the Teen Titans. His heat vision hurt his dad and the Eradicator, stalemated Starfire's blasts. Broke out of frozen time with sheer strength (the dude who froze time was weakened).

I think he's faster than Jon, would need to confirm that, definitely more trained in using his speed, plus he's got some other speedster tricks

Sure thing, I figured it'd be an interesting matchup

Wally is definitely faster due to feats like 0.036 seconds feeling like an hour to him in Deathstroke #24 and casually picking bullets out of the air that were about to hit Damian. Jon is certainly stronger and has reacted to Kid Flash before but Wally's superior speed and experience should allow him to win.

@arcus1: Jon's put up a fight against Wally after using a solar flare so it probably would be. Wally is faster and has more experience though.

I am pretty sure Wally was able to reach lightspeeds in the Titans crossover with Deathstroke. Wally was running at LS to the speed force ad Wally caught up.

@arcus1: Jon is stronger and more durable while Wally is faster and better experienced. Then there are the feats MightyKalEl listed. Jon doesn't have any quantifiable speed feats as far as I am aware, so it is hard to tell how much he can keep up with Wally. Wally's feats you provided here are impressive and have convinced me he can beat Jon.

I'm not sure how quantifiable this is, but he did blitz a group of villains that were giving the Titans trouble, fast enough that Beast Boy thought it was Kid Flash

I’d say Wally, as there is no point to having powers but not being able to react to your opponent.
