Toon Force, because it goes outside of the realm of omniverse/universe where they are - like becoming the writer - is stronger than anyone within those confines. Like the presence, etc.

Bugs is OP. He becomes the controller of PIS, etc. But it seems to me that non-Canon WF Mxyzptlk has the same type of feats, going outside, etc. So he gets my pick. Perhaps not stronger, but at least on the level.

People keep bringing up the fact Bugs becomes the writer, great and all but he also lives in the real world or can live in the real world too and he can still warp that reality. So he isn't bound by any universe.

Bufs isnt even 1/1000th as strong as you people are suggesting. Toonforce relies on comedy. If it's not funny, he can't do it. Beyond this, it is highly situational and the things that can be done change moment to moment.

At his lowest, Bugs is street level trash.

On average, Bugs is street level trash with no real control over the narrative, just moderate control over character states.

At his best, Bugs can find himself above gods and on par with a writer avatar (self insert) due to just one feat, but he cannot maintain this for any significant time or even take advantage of this without enduring an episode worth of crap first. In short....he'll never open with this power and has plenty time to be one shot by anything over street level trash. That's why he isn't invincible even in his own verse.

Probably man of miracles, he is supposed to be the image of God in DC, and since he remains mostly unknown, it would be really hard for bugs to jump out and try to erase him
