This is tough to call. I'm going with Ra's due to superior speed and arguably slightly superior skill. Moon has better physicals and is by no means outmatched.

Ra's is probably only Arrow character that could contend with the high tier Badlands characters.

Dark Ones were really inconsistent though.

Ra's could take it - Moon's feats against Widow and Sunny both have context, neither wanted to kill him and wanted him alive.

He has impressive fodder feats but I dont think any top Ra's 8 ninjas feat or stomping S3 Oliver as casually as he did.

Nathaniel. His speed and agility are on a whole different level.

Feats for Nathaniel on par with treating Oliver like a child despite Oliver having the advantage of weaponry that allowed him to one shot and gave him a huge reach edge?

Ras and Oliver just can’t replicate even the low end ITB characters feats when it comes to general agility and combat speed.

No, that one time Ras moved kinda fast off screen doesn’t really matter. Arrow characters are superhuman sure, but only really portrayed as such very rarely. Unnamed fodder glide around so effortlessly you’d think they were flying, Arrow characters just don’t have anything on that.
