Don't know most of these characters so I had to look up their RT, here's what I think:

Don't know enough about most characters here, but I'd say that Thor is at the top followed by Black Adam. Next is Sasuke and Palpatine after him. Not entirely sure on the rest, but I doubt they have lightning feats above the ones I already mentioned.

Thor, Storm and Black Adam are definitely Top 3. Due to Feats. The others I’m not entirely sure about them.
