I'm going with Deathstroke for now. Raiden looks impressive in Rising but that was only a trailer. We should wait for the game itself to come out before we use feats from that game.

Even before I saw that trailer I was going to say Raiden. He's too fast (please don't mention the PIS when Deathstroke tagged Flash) and way too strong. He easily has class 100 strength and probably more The guy break dances with a few tons on each ankle. Deflects bullets and not even normal ones but very high caliber gatling gun bullets, and slices canon balls like nothing and has a high amount of durability.
What can Deathstroke do being strength classes far below Raiden and slower reflexes and speed.

You do realize that in neither MGS2 and MGS4 he was no where near his level in the Rising trailer? MGS2 Raiden was human, MGS4 Raiden was a Cyborg but was a jobber, he needed a blood transfusion after he got manhandled by Vamp, barely beat him the second time when his regeneration was gone, and did nothing else other than a few blatant PIS moments like holding back that ship. Since Rising now takes place after MGS4 [originally it was suppose to be between 2-4] it's obvious that he gained significant upgrades that would let him curbstomp Slade. Slade would effortlessly slaughter MGS2 and MGS4 Raiden though. That's why you need to specify which version it is. But it ends up being spite regardless because either Slade curbstomps 2 versions of the character or 1 version curbstomps Slade. There's no way it can actually be a good fight.

MGS4 Raiden doesn't have class 100 strength. His strength feats in MGS4 are bigger PIS then Deathstroke hitting Flash. One minute those geckos are restraining him and Snake had to free him by shooting one of their cables, the next minute he's swinging them around, the next minute Vamp gets him in a choke hold and he ends up stabbing himself to get to him. Then he barely beats Vamp the second time and that's only because his regeneration is gone, on top of that Vamp actually pinned Raiden's hand to his back with one of his knives and Raiden struggled to get free, and you think holding back Outer Haven minutes later makes sense?
There's no doubt that MGS Rising Raiden gained significant upgrades since then so it judging by that trailer he'd beat Slade easily, Slade on the other hand would wreck MGS4.

One of the worst Deathstroke wank threads I've found. He's got Slade beat at everything except experience including speed, strength and weapons. Jack has cut debris into hundreds of pieces when it was just inches away from hitting him, clobbered Metal Gear with his bare hands, and beat Jetstream Sam in a sword fight. Deathstroke tagged Flash and the Justice League before they can use their powers but he's not as fast as Jack. Raiden can surely hit Slade before Slade can tag him and cut him apart quickly.
But...but... Slade was able to react to Wally West!!! And he impaled him and killed him too!!! Look how hard I'm trying to troll!!!
W...T...F. Raiden would make sushi out of death stroke and then eat him at 100 chews per second with his cyborg jaw that is almost always getting rug burn, sliced off, or punched off.

@slimj87d: Since when was it non-canon? It was already confirmed as canon to the MG universe.
@beaconofstrength: Kojima in a interview said it parallels to the metal gear solid verse but continues off where Raiden was.
So Raiden previous history is intact, but everything else isn't canon with what Kojima wants for the future.
That's the way I understood it.

@slimj87d: Who said I wanted it to be canon? Also, just because Kojima doesn't want it to be canon, doesn't mean it isn't canon. He also wanted 'The End' Sniper battle in MGS3 to take weeks, but look how well that went.
@beaconofstrength: your analogy doesn't really make sense... He does have the right to say what is canon and what isn't canon to his metal gear "solid" franchise. I don't understand what a boss fight has to do with that.
Right, it's still canon even if Kojima originally intended it to be non canon. He might say it's canon if people were to ask him now or maybe he may have changed his mind without telling anyone. The fact is, MGR wasn't made by Kojima and so I guess Metal Gear is owned by Konami. Anyways, I believe MGS4 Raiden can beat Deathstroke

@cable_extreme: Well after that game Raiden later on in MGS4 He gets a cyborg body and after that in Revengeance(when things crazy) he got cyborg upgrades and he was chucking and throwing away giant Metal Gears
