Yamcha is actually skilled, all Raditz had was a stat advantage. He's just garbage.
It takes skill to handle Goku and Piccolo at the same time like that. They've both been at larger physical disadvantages and still been able to do something to their opponent by playing it smart. But Raditz was fighting them both at the same time, four arms and four legs, and he parried every single attack with just his hands and no effort. He did that cool move where he sensed Goku and Piccolo behind him and kicked them in the jaws without looking, and he also led the two of them into his Double Sunday. Goku had the agility to evade, but that's when Piccolo lost his arm. Raditz also fooled Goku into letting go of his tail. In Minus, we saw that Raditz was accompanying Prince Vegeta on his missions when they were both kids and actually surviving, even though missions for the Prince should have been way out of Raditz's league to keep up with.
But he is a saiyan. That's what saiyans do, face great odds and overcome them.

This. Raditz still might actually be a bit stronger than saiyan saga Yamcha (supposedly his power level is 1,500 while Yamcha's is 1,480), but Yamcha has enough moves for me to give him the advantage. Yamcha probably can also increase his power level more with the kamehameha.
