Oracle doesn't have the feats to say she'd beat Rachel but her greatest feat is during Gladiator vs Jean and she telepathically made everyone stop fighting which was like 20 characters at the time.

Do those people have TP resistance? If not then it isn't that impressive. She has more impressive feats in blocking out phoenix echo Rachel and also blocking out Cosmo and Mantis. But as to who wins, yes Rachel does indeed take this
Not an expert on Oracle....but going Rachel because of the implications on scaling.
The idea that after years 3 years I can say that the only new information i've learned about Oracle.....is that there was no new information to learn about Oracle is hilarious to me.
