Quicksilver vs. Cyclops
I think Quicksilver overall. the only way to take out a speed demon is either having great speed yourself, or having enough durability to handle numerous hard blows. Cyclops has neither.
Quicksilver should win. The last fight I can remember, Cyke made it very clear that the only reason he ever hit Quicksilver was because of a lucky ricochet

Most of their encounters has Quicksilver easily evading Cyclops' blasts.
Cyclops has gotten precision since the old days, he can bank a shot off a wall, but I think it's beyond his ability to predict Quicksilver's movements and predict the trajectory of a shot at the same time.
Quicksilver takes this.
Cyclops has hit Quicksilver before but probably not consistently enough to avoid a speedblitz pummel.
I think if Cyclops was in a situation where he could ricochet his optic blast many times like an enclosed space or where Quicksilver had to run in a linear trajectory in order to reach him he could take the win. But more often than not I think Quicksilver wins.

Since the fight takes place outside of the X-mansion in the garden, it limits Quicksilver's maneuverability a little. An open space would be more keen for a curb stomp on his part. Depending on how far apart they start Cyke would know that a single fine blast would most likely be evaded. So this would not be a tactic to take, instead he should focus on trying to get off a wide area beam. This way it is severely harder for QS to avoid in this setting. Firing off a beam wider does weaken the impact, but it should be sufficient enough to stun or disorient him. Which he could later follow up with a more focused blast. Even IF he did not feel comfortable with that tactic or that QS could avoid it, then Scott could just blast the ground in front or near Quicksilver. This could knock him back, or even kick up debry that would hamper his sight and there for attack. If the blast managed to knock him back or down, then Cyke could follow it up just like the first tactic. But again this is all a what if.
I'm gonna say Cyke and here's why. Maybe he wouldn't try to kill Quicksilver right of the bat, but he would try to kill his footing. That's to say that Cyke doesn't attack Quicksilver, but rather he blasts as many random things as he can, the ground included maybe he even takes his visor off. Quicksilver wins this easily if he gets moving and swinging, but if he has to watch his step every other movement it slows him down considerably.
So if Cyke can make his own obstacle course I think he could pull this off.

Seriously? He's very much underrated it anything. He's the only member of the original team of X-Men to have almost zero evolution since their beginning. Iceman went from a stupid kid throwing snowballs to one of the most potentially powerful mutants alive. Warren went from a rich little snot with wings to a Horseman of Apocalypse. Beast went from a guy with athleticism barely above peak human to being able to thrash Danger singlehandedly. Jean went from a shy redhead who couldn't do anything more than telekinetically throw small objects at enemies to an Omega-level mutant who is the host of one of the most primeval forces in reality. Cyclops went from a humor-impaired leader who shoots optic blasts and dates a telepath to a slightly less humor-impaired leader who shoots optic blasts and dates a different telepath. None of the writers ever care about him enough to do anything with him.

I'd really like to see the writers give him some kind of awesome power upgrade, like everybody else from the original team has had. I loved the issue in Ultimate X-Men where Cyclops takes Banshee and gets awesomely powerful for a while. They should give him those same powers in 616 now, and make them permanent.
Anyone else ever notice how during the original X-Men days, these two kinda had a rivalry? When the X-Men fought the Brotherhood, they usually went for each other.
Quicksilver for the win.
Speedsters in the regular marvel universe dont necessarily get the respect they deserve when it comes to battle feats. Most writers i feel write them weaker than their abilities make them.
(should have never been able to happen in my opinion)
I think Mark Millar in the Ultimates was one of the few persons i thought had an understanding of a speedsters ability when he wrote for marvel. (although i think the ultimate version of quicksilver has a power upgrade in speed than his marvel 616 universe counterpart)
Cyclops has been written to KO two of marvels more famous speedster, northstar and quicksilver once or twice. However i dont think it would really be possible based on a speedster's ability to move, think, react and perceive at high speeds.
Though i think Northstar is quicker than quicksilver, i think the same way the fight went when northstar fought cyclops, is the same way it will go with this fight. So my vote is on Quicksilver.
Also some of marvel writers forget that quickilver, being a speedster, can make his blows hit like jackhammers at the speed and amount he lands. He should be able to KO cyclops
