Punisher wins both. If this was Ultimate Hawkeye it might go differently but 616 Hawkeye vs. 616 Punisher is going to lose to Frank.
Punisher vs Hawkeye
1) Punisher - He would take an arrow or three but he wouldn't mind.
2) Punisher - with prep could give Batman with prep a run for his money. Prep is how he usually works.

English longbowmen were much more effective then riflemen. They had better reach, more stopping power, and more force behind the attack. But it's easy to teach anyone to use a rifle. A longbow takes years of training and a lot of strength to use properly.
A firing range today has paper targets. An archery range today tends to have concrete ones, because an arrow fired from a composite longbow will embed itself in concrete.

Well if that's the case, i'm going to make a case for a deck of cards, toothpick & rock as the most deadliest weapon of all then. We should all give marines those 3 things along w/bows and arrows and take their guns away. Maybe that would have ended our wars quicker.
@Shamelesslysupportinaznballers: My dispute isn't which weapon is superior, just that in comics a skilled combatant with a bow will be superior to someone who isn't exceptionally skilled with a firearm. This has been proven for decades now with characters like Hawkeye and Green Arrow. And yeah, Lester is an example that throwing weapons in the right hands can even prove superior to firearms.
It's a comic book, not real life. These are simply established facts in that universe. In the right hands, a firearm isn't always going to win a battle. Clint beating multiple gunmen or even a guy with a minigun should suffice as proof. If not, I recommend all of Green Arrow's comics...ever. lol

Like i said, when in doubt, guns over arrows. I don't understand the need to argue against that statement. Sure some bow & arrows are better than some guns like maybe a BB gun, Airsoft guns, water guns. In 99 out of 100...no wait, 100 out of 100 situations, I will take a gun over a bow. Unless said gun of course is a water gun.
So If you have 2 pretty even combatants, I will take the guy holding the superior weapon.
I also understand that in comics it doesn't matter. Bullseye with a rock is scarier than Rocket Raccoon with a rocket. But you know what would be scarier than Bullseye with a rock? Bullseye with a bow an arrow. You know what's scarier than that? Bullseye with a gun.
First round Hawkeye 6 or 7/10, his acrobatic background should help him get the best of a new environment. Punisher would prep something insane (overkill?) in round 2 and win that 9/10.
@Shamelesslysupportinaznballers: Actually Bullseye prefers using his hands to launch projectiles, he complains about the inaccuracy of shooting instruments.

Round one goes to Hawkeye due to his trick arrows. Even on a random encounter that's like dealing with Batman who has his standard belt.... historically, on a random encounter, he could pull who knows what out of there. I could see him busting out some kind of standard aoe type arrow. It stuns Punisher and the follow up shot ends the fight.
Round 2 goes to Punisher. With two days of prep it's anyone's guess how much tonnage in explosives he's got rigged, but whatever it is it's enough. Hawkeye goes down and abandoned New York get's blown sky high.
Frank was gonna shoot Clint in the leg. Then he took an arrow to the knee. Then he shot him in the face instead.
Round 1: I can see it going either. Frank doesn't have the versatility Clint or agility does, but is arguably a good enough marksman to compete very closely with him IMO. Considering Frank has been stated to pull his shots on heroes, here he doesn't need that. Especially, when you consider that Daredevil has said that Frank can tag him if he wishes, he's shot Spider-Man, and he's also tagged both Wolverine and Daken. I don't think that means every shot Frank takes will hit his opponent, meaning that Wolverine, Spider-Man, and Daredevil, and possibly Hawkeye since he is very agile himself, can dodge him, but those guys are also faster and more agile than Clint. So it depends if he can get a shot on before Clint pulls an explosive arrow or something which I think he can. Who takes the round just depends who can get it 6 times instead of 4.
Round 2: Frank.
Round 1: Hawkeye
Round 2: Punisher
Why would accuracy be of any adventage, all Frank needs to do is run straight at hawkeye guns a blazing and he is screwed.

hawk eye is losing to everyone on comicvine and some people actually think that cyclops would beat clint in a one on one fight pure bs im going to give it to hawkeye being that he needs a win and i never seen anyone vote in his favor just remember hawkeye defeated taskmaster all by himself
I'd back Hawkeye for rd 1. Better marksman. Versatility through trick arrows.
I'd back Punisher for rd 2. Frank makes use of claymores and other boobytraps.
