Naruto is Not Moon-Buster Nor is He a Country-Buster
This needs to be made clear finally. We all saw in The Last how the villain Toneri cuts the moon, which is most likely hollow, in half. This doesn't mean Toneri is a Moon-Buster, but we can agree that Toneri is a pretty high buster that is around low Moon level. Yes, Naruto tanked this attack when he focused his chakra cloak onto his arm and blocked it as a shield. But why do people think that just because Naruto beat a a guy who cut the Moon, that this makes Naruto a Moon-Buster? Naruto doesn't have any feats backing this up. Also, Offense does not equal Defense in Naruto. Never is this once stated and for a good example I will just say Sakura. So no, just because Naruto has good defense, his offense is not as good.
So my next point: Naruto is not a Country-Buster, at best he is a Multi-Mountain-Buster. Let's look at the official Map of Naruto. Looks like shit cause it's 15 years old, so here is an updated version. You're going to have to know which country is which so here is an interactive map that allows you to hover over landmarks and it'll tell you the Country's name or city.
Now Naruto's best destructive feats all happen in two locations; The Frost Country and The Valley at the End. The Frost Country on the Map is indicated by 4 small circles in the shape of a cross over the ocean towards the top. It's a really fucking small country. The Valley of the End is right in the middle of the map, under the music note and is indicated by three small dots. Now lets look at Naruto's best Destructive Feats:
Senpou Youton Rasenshuriken- It cuts through the Divine Tree. Impressive, but not Country size since the Divine Tree did not encompass the whole Frost Country. It's clearly bigger than all the mountain's nearby so the attack is Multi-Mountain.
Bijuudama Rasenshurikens at the Frost Country- There are many scans of their damage output 2 This image tends to get blown out of proportion as proof that Naruto's attacks are Country-Busting just cause the Earth's curvature is visible and cause the Chibaku Tenseis (Meteors) look big compared to the ground. You can see the damn curvature of the Earth from a plane for god's sakes. However these damn things are pretty small when if you continued to read further or look closely. Here they are closer to the ground and they still are pretty small. We can see the Divine Tree in the scan while Sasuke and Naruto are fighting Madara on the other side of the tree, yet the Shinobi Alliance can see them close to the ground. Madara was going to try to kill them with the Chibaku Meteors so he was dropping them down on them, yet the closer they get the smaller they look. Remember the Divine Tree is bigger than multiple mountains, this is all happening in a small country while these meteors are only a few mountains over. Here is Naruto compared to his Bijuudama Rasenshurikens, you can also compare the size of the meteors to the size of Naruto's Rasenshurikens. You can get a good estimate of their size of that, but also pay attention to the size of Sasuke's Susano'o compared to Naruto, Sakura, and Kakashi here in the bottom panel. Compared to them, Sasuke's Susano'o is the size of small skyscraper. Now also notice here how Sasuke's Susano'o is large enough to cut through the Chibaku Meteors into 4 pieces with his swords... I mean look at him compared to them and how he easily cuts through them.
Bijuudamas at The Valley at the End- Seriously these things should be proof alone Naruto isn't Country-Busting. Three Bijuudamas combined with Sasuke's Bijuu-Enhanced Susano'o' attacks Yeah that attack isn't hitting the surface, so we can say it's not Country-Busting. Here is the Valley at the End's lake. The statue's are on the side of Konohagakure, the biggest country on the map, and the lake is on the side of the Sound Country, the country with the music note on the map. Here is another combined attack from Naruto's Bijuudama and Sasuke's Susano'o Chidori. The edges of the lake are visible and even the the statues at the edge were not destroyed. Here is a pic of the statues being destroyed by an attack by Naruto and Sasuke later in the manga. Since the combined explosion did not overshadow the lake, this attack is not Country-Busting since the Sound Country and Konohagakure were perfectly fine, that lake got fucked up though.
Bijuudama Rasenshuriken and Rikudō: Chōōdama Rasenshuriken combined with Indra's Arrow- Perhaps the biggest attack in all of Naruto outside of Toneri. This shit is big! It is Naruto's two strongest Jutsu combined with Sasuke's strongest Jutsu. But it isn't Country size either. The explosion did not affect the nearby mountains and even the damn trees that were right under the explosion were perfectly fine! The attack was felt by Kakashi so it can be safely said that it causes huge shockwaves. Still, almost the whole explosion fit in one panel that showed the waterfall of The Valley, part of the valley, nearby trees, and mountains in the distance.
