Finally, a match featuring Prometheus.

I think Prometheus would most likely pull it off. He's not one to be undone by CIS or simple miscalculations. Anytime he's been foiled or otherwise defeated, was due to a variable he had no way of accounting for(Catwoman, Green Arrow, and his loss to Batman just off the top of my head). Unfortunately for Bizarro, he has Prometheus' undivided time, attention, and consideration. And as someone who has neutralized collectively more varied and powerful threats, Prometheus' efforts would result in one LIVE Bizarro.

Bizarro is morals off Superman so its game over. He would just flash freeze all of Metropolis then come down like a comet and shatter it completely.

Mismatch, Prom's big plan for taking out Supes in his first encounter with the JLA was to get Supes to kill himself. Seriously, that was his entire plan.

And for the record the thing that ruined his big plan, PlasticMan and Catwoman just being in the JLA base. Their mere presence screwed up his intricate plan.

So even if he could counter someone at Bizarro's level he wouldn't be able to deal with Bizarro's unpredictability.

Bizarro JLA, JSA, and Titans? Bizarro Supergirl and Match? Together? Sheesh! Especially if he exposes them to the Blue K before their departure. Yikes!!! That's the stuff nightmares are made of, mon ami.

Prom's helmet got broken from a smack from Oracle. His first plan failed because PlasticMan was walking around the JLA base. His plan for beating Flash was to convince the guy that there were bombs around the JLA base that would go off if he used his powers. His plan for Superman was to get Supes to kill himself.

The only comic I can think of where he's honestly shown being able to deal with stuff on Bizarro's level is Cry For Justice, the same comic where he gets blindsided by a shot from freakin' Green Arrow. In other words it's so inconsistent with it's treatment of the character that I honestly disregard it.
