Stops at Yun, Ozai or Amon. I wouldn't change much on the list, just put Yun above Zaheer.

How do Kuvira or Zaheer take a majority against Azula?

Stops at 7 or 8

@cocacolaman: Kuvira counters firebenders hard enough that the small gap between her and Azula combat wise is overcome. Void Zaheer is untouchable, and if he can tag an albeit weakened AS korra on fire jets from a massive range, he can tag Azula, i can see her taking some rounds if /zaheer makes a mistake.

Stops at 8 but defeats 9. It's my personal belief that both Azula and Zuko surpassed Ozai by the comics.

Amon stomps her with bloodbending, but she might be able to get a lightning strike off. Amon 9/10

Aang hard counters firebenders too, but that never really helped him against Azula. Azula's vanilla firebending is a good enough match for Kuvira's full on skillset, considering her entire character is being a prodigious firebending psycho that can bend flames that the dragons didn't and threaten the Avatar and his prodigious friends consistently, and Azula has access to lightningbending here, something that Kuvira can't really counter or physically stop.

azulamight win kuvira, but never zaheer.

Stops at Yun after one hell of a fight. Azula vs P'li or CM is too close to call, but I'd favor Azula generally. Her father might beat her, but I could see arguments otherwise. Amon definitely sends her into another mental breakdown. She beats everyone else with varying degrees of difficulty. Also, Zaheer must be placed below both the combustion benders, but that's just me.

Azula stops at Kuvira.. And Zaheer should be below CM.

And Pl'i > Kuvira

Can potentially stop anywhere from 6-8, but would beat Ozai at 9.

@frijacks12345: I've said it ad nauseam at this point. All Ozai has is "hype" and comet scaling.

I don't believe Azula's father to have significant advantages over her at this point. She can use his greatest tool against him, while he cannot, she is, almost canonically at this point, more tactical, physically skilled, and a better hand-to-hand fighter, she is more versatile and she has the power to rival him.

It's also worth noting that cover art for Smoke and Shadow -- which is in part created by Bryan Konietzko himself -- has Azula bending flames and lightning at the same time, which I would not even think is possible. I think her off-panel training brings her increasingly closer to touching her full potential the more I look at it.
