As things are Bang’s really just beaten up on a Garou all might would beat too, and the webcomic monsters he beaten aren’t that impressive anyway. And we don’t know what Prime All Might can do, nor have we ever seen prime all might

Prime All Might is stronger, but martial arts might give the win to Bang.

You are actually right. Garou stated Bang couldn't deflect Darkshine's tackle who i can't see having more ap than Prime All Might. But the problem is we don't know if Garou was talking about Base Bang or Abandonment Bang. But more likely that Garou was talking about abandonment Bang because he was trained under him and knows him for like 10+ years so he probably knows how strong abandonment Bang is/saw Bang using abandonment.

All the skill in the world means nothing if you can't hurt your opponent, can't withstand taking a hit from them and can't keep up with them in terms of speed

Bang still has no feats to say he’s stronger, and depending on how you look at him he may not be faster. And the all might pictured isn’t his prime, we’ve never seen his prime

Well based on his Intercepting God blast feat he is definitely faster than anything on the verse (Inb4 Ganker mach 125) Although he is still weaker than Some God tiers.
