Probably Batman. Viszla's claim to fame is fighting a Maul who was confirmed to be pulling an act in a battle Filoni noted was only close because "he didn't want Mandalorian fans to be angry", in other words PIS and Maul obviously not taking him seriously.
Viszla's gear is better, but nothing Batman shouldn't be capable of combatting and he has superior stats across the board. Going with Bruce for a majority.
He meant that the entire third "act" of the episode is about that fight. As the third act of the episode. Which it is.

I am not even sure how Viszla manages to react to Maul. Non-force sensitives shouldn't be able to react to normal Jedi Knights let alone one of the best Sith Lords ever. Given that this is such a frequent occurrence even in the EU I am inclined to think that force users function at slightly superhuman speeds. Not even hypersonic.
Then again, this all could be frequent PIS as well, since nothing can stop force users from using the force on them.
@greysentinel365: I hate how Filoni says Vizsla's fanbase(lol) will mob him if he goes down too easily, yet he doesn't give a damn about Maul's infinitely larger fanbase and kills him off in three moves.
