I would still put Pre-TPM Maul Above Grand inquisitor.
By the time of TPM Sidious was Confident in Mauls abilities to handle any of the Jedi Masters in 1v1 combat. Grand inquisitor is pretty good...but he was no Jedi Master. You could Argue The Dark side put him on That level of base line Master level since he could defeat Jocasa Nu
I still have Maul Still a decent skill above That since Even Pre-TPM.
Second Sister is sub Grand inquisitor level.

Maul’s best feat at this point is beating a padawan which both of the inquisitor have already done and scale to people that have already done it. Unless we scale this Maul to TPM Maul, the inquisitors should win.

Agreed, but to be clear:
Maul nearly lost to that Padawan, who was held in captivity for a while and clearly not at full strength.
TPMish era Maul is vastly overrated on these boards. I honestly can't believe some people think TPM Maul is Prime Maul. Absolute insanity.

In canon continuity EU, with the exception of Databank accolades and one role-playing game, the Inquisitorius aren't supposed to be all that powerful. They're certainly Jedi hunters -- tracking and killing much stronger beings with careful preparation, specialized equipment and superior numbers -- but they're not on par with them in a direct confrontation.
I suppose Darth Maul did find a match in the Jedi apprentice Eldra Kaitis, but she was noted to be abnormally gifted, and rapidly approaching Knighthood. Darth Sidious was impressed by her defeat. Likewise, Maul was said to be atrophying at the time. This is considerably more than what can be said of the half-trained, out-of-practice Padawans who generally go toe-to-toe with the Inquisitors.
Even so, the writer agreed that he was taking a "Batman: Year One" approach to this comic with Maul, and Kaitis conceded inferiority to any given Jedi Knight. Maul would kill the Inquisitors, but it'd be tough. Make it Darth Maul during the Naboo Crisis, or the Clone Wars -- when he battles Qui-Gon Jinn, Obi-Wan Kenobi, Asajj Ventress, Mace Windu, Aayla Secura -- and the Imperials are slaughtered.
In on-screen continuity -- Star Wars: The Clone Wars, Star Wars Rebels, etc -- we don't really see Darth Maul prior to the Naboo Crisis. We know he's in his prime then, engaging in combat with Qui-Gon Jinn and Obi-Wan Kenobi, who are in their primes as well. The Inquisitors are intended to be far inferior to a trained Jedi Knight or Sith Lord, and this fight will go even worse than the three-on-one with Rebels Maul.

I don't recall, but it's mentioned by one of the characters that an Inquisitor killed several Jedi Knights. It's possible there were circumstances, but I don't think it was implied.

Maul should be able to win, he has whooped some great fighters in Saboteur and Lockdown let alone actually using the force. And we know he beats them with a Sabre.
TPM Maul wins the Grand Inquisitor gives him a decent fight but the Second Sister is pretty much fodder.
If it's Maul as of his solo comic the team should take it both arguably could win solo.
Maul due too His Juyo aggressive lightsaber style. Combined with his natural aggression vs his opponents tepid nature & approach to combat. The inquisitorious members although commisoned to hunt Jedi/force adepts were largely meant to locate force users. Trouble was often encountered when chargred with killing properly trained foes.
Mauls youth/saber staff/force base/saber style prove too much 8/10.
