He's slower than All Might, who's slower than Luffy.

Luffy is at least dozens of times faster than Nomu, but I don't think he can hit as hard as All Might. Luffy's speed is what matters here, as it allows him to hit Nomu many more times than All Might did.

Yes. All Might did if I'm not mistaken and Luffy's much faster and hits comparable as hard as All Might does.

Interns of striking, Luffy isn't even far superior, if at all. But he's far, far faster and can blitz Noumu rather easily even in base. So yeah, Luffy would body him.
