In a random encounter Eobard gets surprised by how fast Plutonian's reactions are and gets tagged.

I'm giving it to the Plutonian. One of my favs.

Plutonian could catch Zoom off guard and tag him. However if Zoom manages to survive the initial hit I believe he'd be able to pull out the win (he wouldn't make the same mistake twice. A serious Zoom is not something to take lightly)

How fast is the Plutonian dude? Thawne has thrown down with Wally in Picoseconds, Thawne humiliates Barry and he has no problems with killing, he even kills kids.

Oh boy, the wanking of both sides can be epic here.

It'd be interesting too see if the nature of Plutonian's powers would interact with Zoom's

Eh, it's possible Tony could counter attacks on his timeline given the way his powers work and the fact that killing him even as a baby would be very hard, but even then Tony couldn't get out of that place his parents sent him. Thawne is much faster combat wise and has vibration plus he beat Hal so he can knock out Plutonian with enough hits.

The only problem is if Thawne tries aging Tony to death, which wouldn't work and would make him evolve to the same state as his parents.
