Beating Cell with one hit is a SSJ3 level power, Gohan in Super Saiyan 2 in the final battle with Cell had a hard time in the kamehameha struggle, if it wasn't for Vegeta's distraction, Gohan would have lost, you have to be SSJ3 to beat Cell with one blow, you can't just do it without being that strong.

Well Just FYI; Cell and everyone else in the Hell World were depowered dramatically. I'm pretty sure all of them lost about 60 to 70% of their power. DBZ already explained that in the Hell world, souls able to keep shape of their bodies will lose power and never regain power; even by training. Power Levels ceases in the Hell World.
In Heaven, where Goku and Pikkon are; Training gives you double the amounts of power and skill than training in Earth. So to conclude this subject:
Hell World = No Power Upgrades/Power Levels drain accordingly due to King Yemon's Evil Soul Vaccuum condenser which buit Janamba.
Heaven = Many Power Up grades/ Power Levels increase as you train.

Gohan had a hard time because his body had took a serious beating and he was only using one arm in that struggle not to mention Cell being powered up greatly from regenerating.
