This Could go either way but leaning towards ozai.
The only thing he has going for him is his noticably superior power and maybe mobility speed (thanks to the comet for both), While Katara has the skill, versatility and environmental advantage going on for her.
It's either he overwhelms her with his power or she incapacitates him with the environment. But ozai's chances of overpowering her are more than hers, especially when ozai has the aerial mobility to limit her environmental attacks and keep the match at close range and fire also being a natural counter to water making him have an answer to most of her offense/defense.
Ozai should win 7/10 matches by being the more powerful opponent under these conditions while Katara should win 3/10 matches with her vast options for incapacitation coupled with her adaptability/tactical ability.
It would be a High difficulty match for whoever wins tho.
@amendment50: @anthp2000: while I would also give ozai the advantage due to the amplification difference, it's not as easy as you guys are making it out to be, we're talking about someone who had way less water than she has here and could still keep up with and outsmart a comet enhanced azula who isn't far from ozai

It's not like Katara could remotely compete in a direct fight with Azula, she tricked her, which I don't see happening with Ozai.
@aystarr: She ran away from and tricked an exhausted, broken down Azula. Ozai has a myriad of ways of ending this before it starts. The environment does not even matter when he can just fly up and do this;
or throw a bolt of lightning around her position and kill her. There's legitimately nothing she could when you restrict her bloodbending. It's not a fair duel at all.

It's not like Katara would've accomplished anything had she fought Azula from the beginning anyway. Her and Zuko were producing streams of flame the size of the Royal Palace, and they were covering the entire plaza during the Agni Kai. It was after she was already worn down and that Katara even had room to run away.
Make it the middle of the ocean and Katara stands a better chance
This. An ocean means ozai can't set foot anywhere, giving Katara a proper advantage compared this.
I'll just add some points. Once Ozai learns how strong she is, he'd eventually start bringing out his powerful options like he did in the gif ANTHP posted. He could very well outrun her with his jet propulsion which actually evaded an assault of rock bullets from the friggin Avatar State and he was on par with the AS's speed. Katara isn't as fast as that. He is more powerful than her, so in any head on clashes, that involves his serious offence, he's evaporate the waves. He's a lot more durable than her and could take punishment, so she isn't outlasting him either. Flight takes away any means of incapacitation for her. And he could actually liberally use his lightning at quick pace with seemingly no charge time, which Katara would hard pressed to deal with, since a more evasive character couldn't dodge it forever. Overall, I actually see no win condition for her in this case.
