Orion is slightly above Superman, and I'd back him solidly over Sentry or Quasar. I'm not exactly sure what H'el is doing here as he's a solid cut above everyone else. Honestly, there's a fair argument for him soloing if I remember his feats correctly.

How strong are DC/Marvel high tiers these days?

I don't think Orion has ever consistently been above Superman, or even on-par for that matter.
