Fallen was scared to fight Optimus. I don't think everyone's looking at this clearly.
As far as Optimus vs Sentinel, I have a few problems with it. One being that Optimus was pressing Sentinel at the start of the fight so hard that Sentinel had to ask for a Decepticon airstrike to blow Optimus away.
On top of that, Optimus's biggest problem with Sentinel was the big shield covering Sentinel's entire body. Optimus is overall the more aggressive fighter and the more skilled in actual combat from what I can tell. Sentinel just had the equipment advantage.
And even further, I always found it strange how Optimus's blades had always been fixed to his arms in literally every instance before this, but then they suddenly decided for this movie (I think on the street before this it wasn't even) that his blades were going to be hand-held so that Sentinel was able to disarm him. Always thought that was kinda wack.
However, Optimus does not have an answer for the Fallen's telekinesis. Though the Fallen was never shown to use that ability in actual combat. He only ever uses it on tanks and debris outside of the games. Even then, when Optimus actually fought him the Fallen didn't even try to defend himself with it even as he was dying, so I call that to question.
Without telekinesis, the Fallen is at a distinct equipment advantage. All he has is his spear. He's never used his mini-space-bridge tech in combat either, except to open a fight. Optimus has guns capable of putting Megatron on his back, and heated blades capable of slicing through cybertronian metal like nothing. Even though he CAN use them, he simply doesn't. Saying he will is out of character.
The Fallen has a size advantage on Optimus, but that alone isn't doing much. That didn't stop Optimus from climbing Blackout and ripping his head apart, and it certainly didn't save Infernicus from getting torn to pieces. Not to mention the mauling on Grimlock. (I know 2 of those 3 feats are from later movies, but those speak to Optimus's skill/the Logic of the movies, not specific to any of Optimus's forms or power)
The Fallen had the potential to be the greatest villain the Bay-Films had to offer, and a real threat, even a 2-parter like Thanos, but he just wasn't utilized well. Optimus has consistently been shown as a ruthless, brutal powerhouse apart from the ONE fight with Megatron in the middle of the city in TF1. As soon as they were alone in TF2 Optimus tore Megatron to pieces. They've really been hammering in the fact that no-one but another Prime stands a chance against another in a fair battle. If the Fallen didn't think Optimus had the chance to end him, he would have come out of hiding literal thousands of years earlier.
