I think they are island level, but island comes in various sizes. I don't think they can bust an island like Madagascar which in itself a large country. So, I say they top out at small country to mid size island level in real life size comparison.

They're large country - continental

Can be scaled to country or higher. Continental isn´t impossible tbh.

Will never surpass any of the other HST and Fairy Tail level.

Mid tiers are mountain - small island level.

High tiers and top tier still haven't shown much beyond that, but I would assume they are one and two orders of magnitude above mid tiers.
