They easily go up to 6 where they get demolished, like the fact that people think they stop at 4 is just outstanding.

You are assuming Naruto is able to summon the same amount of chakra energy he used to block the beam. The arm he blocked it had a flaming chakra aura emitting from it to show how much energy was in that one arm.

The punch he hit Toneri did not have that and was conjured mid swing. Therefore one could argue it to be weaker. Makes sense to me.

Otherwise the animators were terrible and did not properly deliver on what the force of a moon splitting attack does to a human size body. He should've flown further, smashed through more rock and knocked into orbit, but he wasn't.

Way too many God Tiers that round. Only Luffy could fight them 1 v 1 and none of his teammates are on par with him. It would be better if you gave him teammates like Law, Akianu, Aokiji, etc.
