Lets clear up a few points. Zeus does not simply throw around lightning bolts. Zeus has vast energy creation and manipulation powers that appear to mystical in origin. Although Lightning has become his trademark, he can effectively generate any type of energy. His powers also extend to matter manipulation, object enchantment, teleportation, dimensional travel (he moved the entire Olympian army once in 1 go), augmentation of his strength and durability etc. Marvel have stated on more than 1 occasion that of the Earthly deities, Zeus was the only one to rival Odin in power. Zeus's baseline abilities are higher than Odins. He is rated at 90 tonnes on the Marvel strength scale, effectively has unlimited endurance and is even more durable than Thor. Now add in his inherent shapeshifting abilities and his limited precognitive abilities.
And there is at one occasion I can remember when Odin, Thor and Loki were fighting Surtur in Asgard and despite Thor and Loki acting as distractions, it was Odin who after growing to Surtur's size, plunging Surtur and himself i to arift that sealed up after them - so effectively Odin stalemated Surtur. Marvel stated the following (in the OHOTMU)
"Surturs overall power rivals that of Odin, although Surtur cannot employ his power in all of the same ways that Odin does his"
I do however think that Surtur has greater endurance and gross expenditure of the Odin power (in this case to equal Surtur) would weaken Odin. I think it's safe to say that at their respective peaks Odin and Surtur are equal but Odin will tire more quickly.

This is exactly what I said: "Zeus/Odin" means Zeus or Odin.
Duo still wins even if Surtur has the Twilight Sword. It only took the help of Thor and Loki to help Odin in the fight against him with it and by intent Zeus is about equal to Odin.
