Well he is the leader of 1 of Earth's pantheons and to my knowledge he has not been worshipped elsewhere.
However, it does not appear that the Norse gods power is effected by Earthly worshippers.
Earth (Midgard) is one of the 9 worlds in the Norse mythology so again there is a tie.
Overall, I would say there is a tie to the earth (as also Thor was born to both Odin and Gaea).
