New 52? While Black Manta is very skilled - being able to go up against Aquaman with just tech and he's definitely more ruthless, I'd still give the majority to Ocean Master. His Atlantean physiology was shown to be able to take severe punishment, plus with his crown he's got the whole lightning thing. Manta should be able to get some good shots in there though, since his blows were seen to have affected Arthur.
