All Might has significantly better stats than Pre-Timeskip characters. Oars' main feat is shaking an island, but it was a small island not connected to anything.
Woah there my dude. Luffy is a casual lightning timer who broke through bedrock, destroying multiple city blocks.

If he was actually a lightning timer FTE speed wouldn't have been impressive an arc later.
He destroyed one city block via structural collapse. Not even remotely comparable to being able to threaten several with just shockwaves.
@sy8000: FTE was impressive because they were FTE to Luffy, who was a lightning timer.
As for the multi city block busting feat, I don't know if know this, but bedrock is pretty friggin dense.
@gearsecond659: when all might fought all for one they shredded the city up. Multi city block busting shockwaves were flying around a decent amount
Also when was luffy lightning timer pre skip?

Eh, not in speed or raw physical strength, I'd even go as far as to argue not even durability.

No it was impressive because the only person who showed FTE speed relative to others at that point was Kuro
It is. Doesn't change that the feat was nowhere near multiple city blocks. A single block at most.

Speed, no. His lifting strength is unproven. But durability wise no one has comparable feats bar Luffy who's an exception and characters more powerful than anyone else Pre Timeskip.
@sy8000: Franky, CP9 top tiers, Jozu, Whitebeard, Admirals, Zoro, and that's the top of my head.
Not even current Luffy can wreck city blocks with shockwaves alone, he’d still stomp All Might but that’s besides the point.
Anyway, All Might wins.
I'm not sure we should be comparing shockwaves to gauge striking power. I don't recall anyone in OP generating shockwaves that destroy surroundings but that's clearly not for lack of striking power..
I dont see All Might splitting Thriller Bark in half or sending giant Enel flying kilometers away while carrying a multi-hundred ton golden ball for example.

I wasn't including Whitebeard and the Admirals because they're more powerful than anyone else was at that point.

Looking back on it now, the feat in question was calc'd to be town level,(for good reason too) and I don't think anyone reached that level until Post-Time skip unless we are talking about the "high-tiers" of pre-timeskip one piece which would be an Amped Moria among other characters. So striking strength wise, All Might actually is really impressive by OP standards.
Pre-Timeskip Luffy's Golden Rifle has been calced at small town level and Oars's feat of shattering a giant steel vault was also calc'ed at town level IIRC, so town level striking strength isn't that impressive by One Piece standards.
Oars. All Might was bleeding from those pretty weak (comparatively) hits from Noumu. And yes, the battle against All-For-One was quite impressive, but people seem to be forgetting that he almost died in that battle. Meanwhile, Oars got ragdolled all over Thriller Bark but still got up with no apparent injuries. And he can't even feel pain.
All Might wins
