He can take hits but Bushmaster also managed to ko him the first time though I don't recall if there was context. Hard to say whether Noir could hurt him. You'd also have to bet on Noir being the superior h2h fighter.

Is because he used his knowledge and prep and then he cheap shot him, it was unfair for Luke and he wasn't prepared for that. Luke also beat him 2nd and 3rd time cause he was also prepared and ready. the last fight they fought ends in the stalemate.

To be fair, Noir also easily tanked blasts from Starlight, who minutes earlier blasted down a thick steel door.

Black Noir can effortlessly destroy walls and rag doll Starlight through massive concrete pillars....Luke struggles with much less

Additionally Black Noir tanked a factory sized explosion with absolutely no damage...Luke was downed by a shotgun to the head

Black Noir only suffered a severed burns after that explosion, whereas Luke tanks a massive explosion with no severe burns on his skin. So he's more explosion proof than Noir. He was only down by a shotgun because it was at close range like a blunt trauma hitting his head but he didn't get pierced by those pellets. Black Noir has no piercing defense due to relying on regen.

Are we talking about the movie version or the comics version ? Movie version, Luke could kick his ass, the Female wasn't that far of taking him on, neither was Starlight. Comics version? He's a clone, specifically designed to kill Homelander. He ripped his jaw off. Homelander. Let that sink in. Comics Black Noir would rip Luke's face off. Yeah, he died, but only after the military shot him full of 50cal and Butcher opened his skull with a crowbar.

This is a live action version, not comic book. Noir doesn't one shot him who can tank amounts of explosion without any burns on his skin and taking punches from Bushmaster who knock down a bunker door.
