Negative Thawne (CW) vs Supergirl (CW)

Supergirl has to stop Thawne but no BFR.

Thawne can't time travel, Time stop or wipe someone from existence.

Both bloodlusted!

What's the point of having Negative Thawne in a battle if you're just gonna restrict half of his abilities? Might as well just use base Thawne lol.

Might as well rename it to Thawne normally vs Supergirl since you restricted half his abilities he’s not really negative Thawne

This would be a huge mismatch if Thawne was allowed to just freeze Supergirl in place or erase her from existence. Allowing Thawne to use his full set of abilities would mean almost anyone being matched up with him gets stomped. Supergirl wins this.

Thawnes other abilities:

Glowing whips or tentacles coming from his back.

Was able to use his time power to basically spawn a plane a and tried to drop it on Barry.

Can use his lighting like Palpatine.

Can charge himself up and release a type of electric explosion.

OT: i don't believe he has anything that would put a Kryptonian down. I'm going with Supergirl.
