My answers will be going against this grain. Not purposely.
Round 1: Nate Grey. Franklin is inexperienced, Cable is limited, Rachel is inexperienced but actually has the best chance of standing against Nate if we are looking at her best, and finally, Legion. Legion is too unpredictable and his powers are tied to a specific personality each. So, that unreliability takes him out of the equation.
Round 2: Toss up between Rachel and Legion. Rachel could retreat to the White Hot Room to escape wide-range reality warping and considering his other powers, she should be capable meeting his power blow for blow. The only problem is her character-flaws of trying to go with solely out-muscle her opponent. If she plays smart, she could win. If not, Legion wins.
Nate does have a limit that could kill or drain him. Cables feats while impressive were too few to back him up on. Franklin, again, while comparable to Phoenix and Legion, still doesn’t fully understand the extent of his powers enough in comparison to Legion from Age of X or Rachel who has Phoenix guiding her hand.
Most powerful to weakest at base form?
If we are talking power only:
•Franklin/ Legion/ Nate- It’s unclear.
•Rachel- She has explored more of her powers than Cable.
•Cable- The most dangerous part about him is his skill, but he doesn’t have enough skill to warrant any placement above the others.
Talking overall:
•Nate/ Legion- They have more power and some handle on their powers. I wouldn’t back them up against the great psi’s like Xavier due to their either unreliable nature or inexperience, but they have the stats on paper.
•Rachel- She Of everyone in here has the most training next to Cable, but since she isn’t held back by an illness, she gets special treatment and takes the second spot.
•Franklin- I would’ve put him below Cable were it not for the recent run of Fantastic Four. He still needs time to learn, but he definitely has better control of his abilities than before.
•Cable- Cable would need prep to take on any of the above. A straight fight will end in his blood being spilled.
@pyrofn: doesn’t Nate require the life seed for his more impressive feats and without it he’s like herald level? Just curious.
@supermanwithatan01: If I’m not correct, that is what was revealed and I believe the seed was either inserted or on his person at all times. (I’m not too familiar with Nates entire history) His power levels without it, I’m not entirely sure. I’m thinking maybe Cable level?

If were talking Nate without the seed and not putting him down to burnout power levels, then we have to bring him to Shaman Nate.
Shaman Nate would get stomped by Savior Cable...but mostly because Nate at any level is kinda an idiot. Power level wise he should be a great deal stronger then Cable since even in his PreShaman form he was supposedly Green Phoenix level and both Phoenix Jean and Rachel have proven to be able to smack Galactus' heralds around casually and actually threaten Galactus.
Cable Meanwhile was supposed to e eventually be a star buster by statements, but is hard to place do to the fact that he has atomized, transmuted and teleported objects into space while performing OP tk feat and high tier planetary TP feats.
If you told me Cable when not over extending was Shaman level I'd believe you. But as far as feats hes below Shaman...though he may still have more of them.
Regardless I'm banking on Phoenix Rachel as the dark horse here. She's got more of the force then Dark Phoenix, combat time travel feats, insta ressurection, and has sent someone through a planet and survived two moons to the face. All of that on top of no selling reality warping and shes likely to pull an upset on the boys. Otherwise, true form Legion just reboots the universe.
@pyrofn: Ok I see where you could take that from there. But he also says he thought it came to him to save him but hes still dying. He didnt know he was dying until a few issues into his solo and the fact that he refers to his powers being increased by it pretty much goes along with the statements that hes stronger then he ever was before despite being burnt out at last glance.
It seems more like he meant "here" as in that very moment with godlike powers.
@guzmania: Legion for what it's worth isnt a very accomplished telepath.
His mindscape is his greatest weapon, and even Emma and the Stepford Cuckoos have completely wrecked that. Legion basically lost by having his personalities erased, which is where his powers come from.
Nate is a very powerful, but ultimately inexperienced telepath. Cable, Sinister and Xavier have all pretty much shown that he doesnt really know what hes doing against experienced telepaths and between Jean and the Dark X-Men hes proven hes not the best at astral battles. Hell he had to be told that he was even in Legions mind.
Nate.
He's the most powerful telepath here, and although Franklin is by far the most powerful overall here, he still has to think to perform an action which is going to be his downfall.
@supermanwithatan01: If we give Nate the Lifeseed it's still going to have to wait to see how Age of X-Man resolves to know the extent of his powers. Like whether or not this is just a pocket dimension like Legion easily made and dismantled in Age of X.
True Legion is a Beast and is the biggest problem here because he has rebooted reality before. Rachel hard counters it by being able to retreat outside of Reality. But outside of pure destructive power has trouble with even his feats of folding space in on its self

@supermanwithatan01: Legion has multiple Omega level personalities and powers and at least 2 of them are comparable to Jean in telepathy power.
As for Franklin.....idk. Legion's reality warps are crazy. He literally put the universe in a box, and replaced it a different one. And another time he reset reality without Limbo's gods.....he's solid. Franklin though could possibly do the same.....it's hard to say, but i'd argue with high tier reality warpers it's more a matter of who strikes first......although Legion has so many other powersets it wouldn't surprise me if he just willed himself back into existence.
